1. As a homeowner doing my own work at my home, when am I required to obtain a permit?

As a homeowner, you are required to obtain the same permits that a contractor would. Depending on the type of project, a permit may be required. If you are questioning whether your project requires a permit and inspections, please contact our office at 972-346-3502.

2. Why should my contractor obtain the permit instead of me, as the homeowner?

A hired contractor is required to obtain the permit for work they are performing because they are required to be registered with the Town and are responsible for ensuring the work meets Town ordinance and code requirements.  Always ask to see the permit before work begins.

3. How can I find out which contractors are registered with the Town?

To request a list of specific types of contractors who are currently registered with the Town, please contact our office at 972-346-3502 or send your request by emailing Permits.

4. How long will it take to get my permit application reviewed?

• Minor Permits: Five business days
  • Minor Permits include Swimming Pools, Accessories, Signs, Fences, Flatworks, etc.
• Residential Permits: 
  • 1st round - ten business days
  • 2nd round and above - five business days
  • Residential Permits include New Homes, Residential Remodels, Additions, etc.
• Commercial Permits: 
  • 1st round - twenty business days
  • 2nd round and above - ten business days
  • Commercial Permits: include Stand-alone Buildings, Shell Buildings, Remodels, Tenant Finish Outs, Additions, etc.

5. How long is my permit valid for after being issued?

Most permits expire 180 days from the date of issuance or the date of your last approved inspection, whichever is most recent.

6. My Homeowner’s Association (HOA) is telling me that I cannot build my project. Is this true?

While your project may be approved by the Town, deed restrictions and HOA covenants should be verified prior to applying for a permit, as they may supersede Town requirements.  The Town does not enforce deed restrictions and/or HOA covenants.

7. Are subcontractors required to pull separate permits for larger projects?

No. The general contractor shall obtain the permit and list the subcontractors (mechanical, electrical, and plumbing) that will be working on the jobsite. The subcontractors shall be registered to work in the Town. If a subcontractor is doing work after the main permit (the permit issued to the general contractor) has been finaled, then the subcontractor shall obtain a separate permit.

8. Do I need a permit to build a deck?

A permit is not required for decks that do not exceed 200 square feet in area that are not more than 30 inches above grade at any point, are not attached to a dwelling, and do not serve the exit door as required by the IRC.

9. Is a permit required to build a patio cover/shade arbor?

Yes.  For more information, please refer to the Patio Cover or Arbor/Pergola handouts.

10. Is a permit required for an accessory building (storage shed)?

Yes.  All accessory buildings, regardless of square footage, require a permit to ensure they meet the minimum setback requirements and are constructed in a safe manner. For more information, please refer to the Storage Building handout.

11. Do I need a Certificate of Occupancy for my business?

Yes. A Certificate of Occupancy is required for any new business, change of ownership, or a change of business name in the Town of Prosper. Please see the Applications & Submittal Handouts page for more information. 

12. Can I move furniture and/or equipment into a commercial space prior to receiving my Certificate of Occupancy?

Furniture can be moved in, but only after receiving approval from the assigned Building Inspector and the Town Fire Marshall’s Office.

13. When is a fence permit required?

A fence permit shall be obtained from the Building Inspections Division prior to the installation of alterations, additions, or changes measuring more than sixteen linear feet over a period of twelve months, as outlined within the Fence Ordinance (PDF).

14. What are the requirements for retaining walls?

Retaining wall requirements are covered under Section R404.4 of the 2015 International Residential Code and 1807.2 of the 2015 International Building Code.

• Retaining walls less than forty-eight (48) inches in height measured from the bottom of the footing to the top of the wall that are not supporting a surcharge do not require a permit.
• Retaining walls over forty-eight (48) inches in height measured from the bottom of the footing to the top of the wall require a permit and must be designed by a registered design professional.
• Retaining walls up to forty-eight (48) inches in height are not required to be designed by a registered design professional as the most common manufacturers and products used in retaining walls (pave stone for example) have designs and charts available in their technical resources online. If the applicant shows a design using unusual materials that are outside of code (railroad ties or bags of concrete spiked in place, for example), then an engineer-sealed structural letter would be required at time of final inspection.

15. Is a permit required for foundation work?

Yes.  The foundation company performing the work shall be registered with the Town and obtain a permit.  As part of the permit submittal, an original engineer sealed design shall be provided.  At the time of inspection, a second original sealed letter from the engineer shall be provided to verify repairs were performed to engineered specifications.

16. If my sidewalk (flatwork) has already been approved, can I replace a section without a permit?

No. All Town sidewalks (even a section) require a flatwork permit be obtained and inspected prior to pouring concrete.

17. Do scheduled inspections automatically rollover after being canceled due to weather?

No.  The contractor is responsible for checking the jobsite and rescheduling the inspection.

18. Can I install my own irrigation system on my property?

Yes. A homeowner can perform their own work with a submitted Homestead Exemption Affidavit (PDF) and proof of said homestead exemption.  Please note, as the homeowner you are still required to obtain a permit and list a licensed backflow tester to test the backflow assembly.  The licensed backflow tester shall be registered to perform work in the Town.

19. When is a permit required for heating or air conditioning work?

A permit is required for the removal or replacement of a unit.  A permit is not required for the repair or replacement of parts only.  When a permit is required, the contractor shall be registered to work in the Town and obtain a permit prior to performing any work.  All work shall comply with the Town’s adopted codes.

20. Can I add flatwork that isn’t shown on the approved construction plans for my house?

Yes.  A separate flatwork permit shall be obtained and inspected prior to pouring concrete. For more information, please refer to the Storage Building handout.

21. Does the Town issue Temporary Certificate of Occupancies on new homes?

No. To protect the health and welfare of our residents, the Town does not allow occupancy of a home until all required inspections have been conducted and passed, showing compliance with the Town’s adopted codes and ordinances.

22. Do I need a permit to install a flagpole in my yard?

No. The Town does not require for a permit to be obtained, however, flagpole requirements as outlined in the Sign Ordinance (PDF), shall be observed.  A residential flagpole shall not exceed thirty (30) feet in height.

23. What type of temporary signage is allowed for business grand openings in the Town of Prosper?

The Town of Prosper allows banner signs, human signs, and inflatable signs, as outlined in the Sign Ordinance (PDF). Human signs do not require permits.

24. Is a permit required for Banner Signs and/or Inflatable Signs?

Yes.  For more information, please refer to the Banner Sign Requirements and the Inflatable Sign Requirements, as outlined in the Sign Ordinance (PDF).

25. How early do I need to submit for a sign permit?

A Sign permit shall be submitted a minimum of five business days prior to the anticipated sign installation, however, the permit must be in hand prior to installation.

26. Are wind devices, such as pennant flags, streamers, spinners, balloons, feather signs, or similar devices allowed within the Town of Prosper?

Wind devices are expressly prohibited within the Town of Prosper, with a few exceptions as outlined in the Sign Ordinance (PDF).

27. What is a Special Event?

A Special Event, as defined within the Special Event Ordinance (PDF), is an event or gathering that requires a temporary exception to otherwise applicable rules or requirements.

28. Is a permit required for a Special Event?

Yes.  For more information, please refer to the Special Event Packet (PDF).

29. How early does a Special Event permit need to be submitted?

To provide adequate time for multiple departmental reviews, Special Event permits shall be submitted a minimum of fifteen business days prior to any event intended to accommodate less than 500 persons and a minimum of thirty business days prior to any event intended to accommodate 500 persons or more.

30. Do I need a permit to install a self-contained spa?

Yes. The inspectors must inspect the electrical and/or plumbing work to ensure it meets the Town’s adopted code requirements. Please refer to the Residential Pool/Spa Handout (PDF) for further information.

31. Is it true that replacing a water heater in my house requires a permit?

Yes. State law requires for the Town to perform inspections of water heater replacements.  If a contractor is performing the work to replace the water heater (gas or electric), the plumber must be registered with the Town, obtain a permit prior to the work being performed, and ensure an approved final inspection from the Town is obtained.  If the permit cannot be obtained before the work is performed due to the permit office being closed (and the work is emergent), a permit must be obtained on the following business day.  If a homeowner is to perform the work, proof of homestead exemption as well as a completed Homestead Homeowner’s Affidavit (PDF) must be provided at time of permit application. The work performed must comply with the Town’s adopted plumbing codes and ordinances.

32. The plumber tells me that my water heater now requires a drain pan. Is this true?

Pans are required when a water heater is installed in a location where a leak will cause damage.  Where a pan drain was not previously installed, a pan drain shall not be required for a replacement water heater installation (per Section P2801.6.1 of the 2015 IRC).  Due to high and variable water pressure throughout Town, PRVs are required for all new homes.  Most existing homes have PRVs necessitating expansion tanks for storage tank-type water heaters.

33. Does the building code allow plumbers to install a water heater in an attic?

Yes. Please note, a permit is required to be obtained prior to installation and certain conditions must be followed as required by the International Residential Code (IRC).

1. Why is the Town creating design guidelines for the Tollway?

The Dallas North Tollway is one of the most heavily traveled roadways in North Texas. The North Texas Tollway Authority has plans to extend the Tollway through the Town of Prosper. Construction is anticipated on being complete by 2027. It is recognized that the Dallas North Tollway will serve as a significant opportunity for economic development and a sustainable tax base for the Town. To prepare for this opportunity, the Town thought it would be prudent to create a vision for the Tollway and to have a document that would help to guide future plans for development. 2. What are design guidelines?

The design guidelines are a series of statements that pertain to various land use and development topics, such as business establishments, site design, architecture, public spaces, signage -and so much more.  These statements are woven into one document to create a framework.  This framework projects the vision for the Tollway and elevates the community’s expectation for how and where development should occur.

3. How will this document be used?

This document is a tool to guide development plans and land use decisions when an applicant submits a request to the town to change the zoning district on a property.    Sometimes, when an applicant has a plan for development of a property, they may request a zone change in order to be placed in a zoning district that may be more of a better fit for the development they have in mind.  For example, one zoning district may accommodate certain land uses where another may not.  When a zone change request is submitted, the Town measures that request against the Town’s plans to make sure the change will still be in the best interest of the community.  On the Tollway, zone changes may more frequently come about when there is a change of zone to a Planned Development, or when there is a request to amend an aspect of an existing Planned Development.

4. So, what’s a Planned Development?

A Planned Development is a type of zoning district that can accommodate associated land uses in an integrated, cohesive development.  It’s a type of zoning district that may be used to permit new or innovative concepts in land use that are not otherwise permitted through the existing zoning district.  For example, a Planned Development (PD) can be used to create a mixed-use development or shopping center.  Greater flexibility in development can be provided through a PD.  While greater flexibility can be given, there are procedures in the Town’s Zoning Ordinance that provides requirements for establishing new Planned Developments or for amending existing ones.  One of these requirements is that an applicant has to submit a concept development plan to establish a PD.  The design guidelines will help the applicant understand what the community’s expectations are for land use and design when developing the concept plan.  The guidelines will also help to guide Town decision-making when reviewing Planned Development requests and associated concept plans.

5. Why should it matter to me?

The Tollway will be one of the most significant roadways in the Town.  This roadway will provide an incredible opportunity for the Town to shape how development occurs on the Tollway.  Your input can help shape the vision.  This is an opportunity to be informed about the project, ask questions, and provide your thoughts on the Tollway’s future as it relates to the guidelines.

The Engineering Department publishes regular updates on all major construction projects through our live Capital Improvement Program (CIP) Dashboard. To inquire about a project that is not listed in the CIP report, please contact the Engineering Department (972-569-1198).

Road closures are announced via the Town's Social Media outlets (Facebook, Twitter, Instagram). 

3. How do I find a map of the utilities in a certain area?

The Town does not publish utility infrastructure maps. If you are trying to determine what utilities service a certain tract or area, please contact the Engineering Department (972-569-1198). 

4. How do I request a locate for an underground cable or utility line?

The Town does not locate cable or other franchise utilities. A request for underground utility line markings can be made by contacting Texas811 before you dig. 

5. How do I request record drawings?

Record drawings can be requested via email through the Engineering Department. 

6. How do I apply for a Right-of-Way permit?

Please visit our Online Portal to apply for a Right-of-Way permit.  

7. Do I need to create a login or account to apply for a Right-of-Way permit?

Yes, you will need to create an account to access the site and apply for permits through the new Online Portal.

No, there are not any fees to apply for Right-of-Way permits.

9. How long does it take to receive a Right-of-Way permit back?

The plan review takes up to 5 business days for comments or approval. 

10. Do all Contractors need to register with the Town to perform work in the Right-of-Way??

Yes, all contractors and subcontractors will need to register through the new Online Portal. 

11. Is there a fee for Contractor registration?

There are not any fees to register with the Town for working in the Right-of-Way. 

12. How do I find out who is working in front of my property?

14. How do I report a streetlight outage?

Streetlights along Preston Road are handled by the Town of Prosper. Inquiries can be directed to the Engineering Department (972-569-1198). 

Streetlights in residential neighborhoods and other thoroughfares are handled directly by the utility provider. Click here for additional information on the electric providers in Town and the process. If you are unsure of who the provider is, you may email the Public Works Department for assistance. 

15. Who do I contact for traffic signal outages and issues?

If traffic signals are completely out, please call 911.

The following Traffic Signals are operated by the Town of Prosper: First Street (formerly Fishtrap Road) at Teel Parkway, Dallas North Tollway at First Street, Dallas North Tollway at Prosper Trail, Dallas North Tollway at Frontier Parkway, Prosper Trail at Coleman Street, Prosper Trail at Coit Road, First Street at Coit Road, Richland Blvd. at Coit Road, and Gee Road at First Street (formerly Fishtrap Road). 

Currently, all other traffic signals within the Town are operated by the Texas Department of Transportation (TxDOT) or the Cities of Frisco and McKinney. 

To report issues with ANY of the signals, please contact the Engineering Department (972-569-1198) so we can facilitate a response from both internal and external agencies.

18. Is there anything being done to prevent roads from closing due to flooding in the future?

Some of the Town's roads are unimproved (meaning they do not have underground drainage systems or concrete curbs and gutters) but will be improved in the future. The Town's Capital Improvement Program (CIP) Dashboard shows the roads that are currently in design or are under construction, along with information on the most recent Bond Program for other roadways that will be improved in the future. In addition to the planned improvements, the Town staff analyzes situations as they arise to determine the causes of flooding and the appropriate solution. 4. How do I find help installing a child’s car safety seat?

Prosper Fire Rescue has certified car seat installers. You may fill out an online request form or call the Fire Station at 972-347-2424 to set up an appointment. Please review the Child Car Seat Installation Program flyer (PDF) for more information.

5. Can I get my blood pressure checked at the fire station?

Yes, we offer this service free for the community we serve. Keep in mind the firefighter may or may not be in the station when you go. If you have a true emergency, please dial 911.  You can get your blood pressure checked at either of our Prosper Fire Department locations:

• Central Fire Station – 1500 E First Street
• Fire Station 2 – 1140 S Teel Parkway

6. What type of fire extinguisher should I have in my home?

A multi-purpose fire extinguisher is best for residential use. Look for the rating to be at least 2A:10B: C on the label. This type of extinguisher can be used on any type of fire and is often referred to as an “A-B-C” extinguisher.

8. How do I obtain a copy of a fire incident report?

The Town of Prosper is committed to open and responsive government in accordance with the Texas Public Information Act. All requests for public information must be made in writing. Submit a request online.

9. How do I obtain an EMS incident report?

You may obtain a copy of an EMS incident in which you were involved by emailing Chief Bill Bonny or calling 972-347-2424 or in writing to:

Please include your name, address, telephone number, date and time of the incident, nature of the incident, and incident location in your request. You must pick up the EMS report in person and provide valid photo identification in order for the report to be released. For patients under the age of 18, only legal guardians with valid photo identification will be allowed to pick up the EMS report. Prosper Fire Rescue will comply with all court-ordered EMS document releases.

10. How do I obtain my ambulance bill and/or who do I speak to concerning my ambulance bill?

All ambulance billing services for Prosper Fire rescue are provided by Emergicon, a third-party billing agency contracted by the Town of Prosper. To contact Emergicon, please call 1-877-602-2060 or email Emergicon.

11. Do you host birthday parties or take the fire engine to schools?

We are unable to host birthday parties at the fire station due to the chance of an emergency call. But, we can also visit your location with the fire engine and or ambulance. We also visit schools when requested. If you would like us to visit your child’s class have the teacher, principal, or another school district representative contact the department at 972-347-2424 to make arrangements.

12. Do you offer Station tours?

Our house is your house!  Prosper Fire Department welcomes tours of the fire stations and trucks. The tours last approximately 30 minutes and include viewing a fire engine, ambulance, firefighting equipment, fire gear, emergency medical equipment, and living quarters. To schedule a tour, complete our online request form or call us at 972-347-2424 during normal business hours or send an email to Prosper Fire Rescue.

13. How do I dispose of my unused medications or needles?

Prosper Fire Rescue is now offering Single-Use Disposal System (SUDS) (PDF) takeaway envelopes as part of an initiative by the University of Houston to help eliminate improper use of prescription drugs. The SUDS envelopes can be found in a distribution box mounted inside the front door at:

15. How do I sign up for Smart911? How do I turn off alerts?

• Go to the Smart911 website and click “sign up today.” You will then be prompted to enter your information.
  • To receive weather alerts, go to the alerts tab located on the right side of the webpage and click “opt-in now.”
  • Enter your notification preferences (email-phone-text) and select how your preference.
• To opt-out and remove weather alerts, log into your Smart911 account, select “edit alerts” located at the top right of the page. Select and remove the check on “notification preferences.”
• To remove your Smart911 account, click on “Account settings” in the toolbar at the top of the page, scroll down to the bottom of the page, and select “remove the account.”
• You can also sign up and remove alerts or accounts on the Smart911 App. The settings tab located at the bottom of the Smart 911 App allows you to complete all edits.

1. Who do I contact for questions or complaints involving a food establishment?

If you have a question or concern call regarding the operation of a food establishment please call our office at 972-569-1157 or email the Health Department. The Town Sanitarian inspects all food types of food establishments.

2. What steps does Code Compliance take when going out to investigate a complaint, and what is the notification process?

When a complaint is turned into Code Compliance the initial inspection is typically conducted within 48 hours, and if a code violation is confirmed, notification is either given in person or by regular mail.

Different violations are given different time periods to comply. For instance, a high grass or unsightly matter violation must be corrected within 10 days. Violations that are a danger to the health and safety of the community are given less time to comply.

3. My Home Owner’s Association (HOA) is telling me that I cannot build my project. Is this true?

While your project may be approved by the Town, you should check your deed restrictions and HOA requirements before applying for a permit. Deed restrictions and HOA requirements may supersede Town requirements. The Town does not enforce HOA deed restrictions and/or covenants.

4. What do I do if I have a common fence and the neighbors do not want to pay their portion to repair/replace it?

The upkeep of common fences separating two private properties should be the responsibility of both property owners. However, in many cases, one of the property owners cannot or will not share in the financial or physical responsibility for the project. In cases such as this, it would become a civil matter between the respective property owners, and they would have to pursue this matter without Town involvement in the dispute.

The Town requires a barrier fence if there is a swimming pool, hot tub, or spa present, in which case the property owner with the swimming pool, hot tub, or spa is responsible for the repair or replacement of the fence. Where these amenities are not present, the Town does not require a fence, but one may be required by the covenants of the homeowner's association.

5. What can I do if branches or shrubs from a neighbor’s yard are overhanging my yard?

Property owners have the right to cut off branches that grow into their property. This rule is not created by state statute or local ordinance, but is a common law right that has been created by prior court decisions. However, any property owner that does the trimming is responsible for the cost of the work.

6. Do I need a permit for a home occupation?

Currently the Town does not require home-based businesses to register, nor do they require a permit. Home occupations are allowed in all zoning districts within the Town; however, there are some types of businesses that would not be allowed to operate in property zoned for residential use.

7. What are the codes for High Weeds & Grass?

It is a violation for any person owning, claiming, occupying, or having control of any property within the Town to permit weeds, brush, vegetative growth, or any objectionable or unsightly matter to grow to a height greater than twelve inches.

8. What are the codes regarding junk vehicles?

A junk vehicle is any vehicle that is or was originally designed to move under its own power and does not have lawfully attached to it an unexpired license plate OR a valid motor vehicle safety certificate; and is wrecked, dismantled, or partially dismantled; or is inoperable and has remained inoperable for more than 72 consecutive hours on public property or 30 consecutive days on private property.

A vehicle owner may store a vehicle on his or her property if it is screened from ordinary public view by appropriate means, including a fence, rapidly growing trees, or shrubbery. A vehicle or part of a vehicle covered by a tarp, car blanket, or similar covering does not meet the required screening requirements.

9. How do I dispose of my household waste and brush/bulk pickup?

The Town provides waste and recycling collection services to its citizens and businesses through a contract with Community Waste Disposal.

Carts are emptied once a week and are to be placed at the edge of the street by 7 am on designated collection days. Items such as large boxes, branches cut to a maximum length of four feet and tied into bundles not exceeding 50 pounds, and appliances not containing refrigerant will be picked up. Liquid paint, oils, tires and hazardous chemicals will not be accepted. Customers with specific service issues or questions regarding the household waste and recycling services in Prosper are asked to contact Community Waste Disposal at 972-392-9300, Option 2.

10. Who do I contact for questions or complaints involving a septic system?

Collin County Development Services is currently the permitting authority for septic systems located within the Town of Prosper.

11. I’m in the process of selling my house, what types of signs can I use to advertise? Do I need permits for those signs?

You may have one sign in your yard advertising the sale of your house. No permit is required for these signs as long as they are less than 6 square feet.

No directional signs may be placed on public property or in a public right-of-way.

12. I have a home business, can I advertise with signs in Prosper?

No, you can not advertise your home business with signs in the Town of Prosper. The sign code does not permit this type of advertising.

13. I’m having a garage sale, can I put up signs? Do I need a permit for those signs?

Yes, a $10 permit is required. Homeowners are permitted to place their own "Garage Sale" sign on their property. The sign must be located on their property and not placed anywhere else in the Town. 3. Why is there an annual membership fee for non-residents of the Town of Prosper?

The Prosper Community Library is funded through the town tax funds (CPR/C48) paid by Town of Prosper residents. 

4. My address is a Prosper address. So, why do I not qualify for a free membership?

Prosper postal addresses go up to three miles beyond the border of the Town of Prosper, but this does not mean you pay the CPR/C48 (Prosper Town) tax or are provided utility services (get a utility bill) by the Town of Prosper.

5. I am an adult who lives with family in the Town of Prosper, but my ID nor any legal documents show their address as my place of residence. Can I get a free membership?

We offer a Limited Membership to those “gray area” residents who do not have legal ties to their place of residence but who live in a household in which CPR/C48 (Prosper Town) taxes are paid.  Please see a library staff member to determine if you qualify.

6. I own property and/or a business in Prosper but reside elsewhere. Can I get a free membership?

The library card membership fee is based on your city/town of residence. Library privileges are determined by permanent resident address. 

7. How will library staff know if I pay a Prosper town tax?

Collin County Appraisal District or Denton County Appraisal District databases will be referenced to determine which city or town a library card applicant pays their taxes. Prosper postal addresses go up to three miles beyond the border of Prosper, but this does not mean you pay a Prosper town tax.

8. Do I have to pay for membership?

If you do not pay a Town of Prosper utility bill and pay the CPR/C48 (Prosper Town) tax, a $50 annual membership fee is assessed per library card.  Library cards will be valid for one year from the membership date and are non-refundable.

9. How can I pay for my membership?

No, the taxes paid to PISD go only to the schools and not the Town.

12. Does having a paid membership limit the services or privileges I receive from the library?

Paid memberships entitle you to the same level of membership privileges as free/resident memberships including use of physical items from our collection, Overdrive/Libby digital checkouts, databases, and programs offered by the library.

13. If I choose not to pay for a membership, may I still use the library?

Yes, you are free to visit the library. 

14. Does my library membership expire?

There are two (2) categories of memberships: Free & Paid.  Free memberships expire bi-annually (every 2 years).  Paid memberships expire annually.  Renewal is easy, just drop by the library, no new application is necessary.  In-person renewal and proof of residency are required. Please see the Acceptable Residence Verification Documents for the two primary ways to prove residency. 

15. I have moved away before my card expired. Can I have a pro-rated membership or refund?

Annual membership begins the day you complete the application and registration process and pay your membership fee.  Your membership will expire one year from that date. There will be no pro-rated refund of any annual fee upon moving and no longer being a Prosper CPR/C48 (Prosper Town) taxed resident.

16. Does the State of Texas not provide funding for libraries?

No. Additionally, neither do Collin or Denton counties.

17. May I use other neighboring libraries?

Membership to each of our neighboring towns and cities differs greatly and we encourage you to seek information about them. We do not keep information about membership or usage to other libraries.

18. When is the Library open?

Wi-Fi hotspots may be borrowed by Prosper Community Library members ages 18 and above with a library card in good standing. Checkout is limited to one per household at any given time. The library reserves the right to refuse service to patrons who abuse equipment, who are repeatedly late in returning items, and those who have delinquent returns that require disconnection.

37. How do I reserve a Wi-Fi hotspot?

Wi-Fi hotspots are available at the Circulation Desk on a first-come, first-served basis. They may not be reserved or placed on hold. To borrow a hotspot, the patron must have their library card or valid government ID and must complete and agree to the Electronic Device Agreement. Once a hotspot is checked out to a patron, it becomes the responsibility of that patron. Hotspots are not intended to be a long-term internet solution. Hotspots may be checked out for two weeks with an optional renewal of two weeks with your library card membership. We reserve the right to implement restrictions if checkout is being abused.

38. How long can I borrow a Wi-Fi hotspot?

Hotspots may be borrowed for two weeks and may be renewed one time within a 30-day period. They must be returned in person to the Circulation Desk, and never to another library, left outside the library door, or in the book drop. If a hotspot is not returned or returned damaged, the borrower will be charged an $84.00 replacement cost. If a device is not returned in a timely manner, civil and criminal action will be taken. If the borrower fails to pay the replacement cost for a lost device, their membership will be suspended until the account is clear.

9. Do you have a lost and found?

"If you have lost an item, please call Prosper Parks and Recreation at (972) 569-1160 during regular business hours.

Items lost during practice or games: Please first visit the concession stand nearest to where you lost the item. Lost items are normally taken to concession stands by someone in attendance. Those stands are staffed after hours with Youth Sports Leagues volunteers and they have a lost and found there. 

10. Are there horseback riding trails in Prosper?

We currently have one horse riding trail that is a loop around Whispering Farms that was installed with the development (2.1 miles, with a 1.38 mile loop).

11. Does the Town offer co-ed adult softball?

Currently, Prosper offers Men's Softball and the City of Celina offers the Co-Ed League. We are continuously keeping an eye on resident comments and suggestions to see if there is enough to offer co-ed in the future. If you would like to notify and record your interest in a co-ed league for Prosper's Parks and Recreation Department, please contact Trevor Helton.

12. Is there a dog park in Prosper?

If you have installed a monitored alarm system in your home, please apply for an Alarm Permit. 6. How do I submit an Identity Theft Report?

If you are a victim of identity theft, take the following four steps, found in the Identity Theft Packet, as soon as possible. It is important to keep a record of the details of your conversations and copies of all correspondence. 7. How do I report a water or wastewater problem?

All water and wastewater issues are considered emergencies.  Please call Public Works at (972) 347-9969 during regular business hours.  If you have an after-hours emergency, please call (972) 832-5812.  Please note:  The after-hours number is not monitored during regular business hours.  Please do not submit water or wastewater issues via electronic communication.

8. Where can I find backflow information?

9. How do I request a sidewalk or street repair?

You can find information on reporting a street repair, as well as requirements for sidewalk repairs by visiting the Public Works Department website. 

10. Fire hydrants are releasing large amounts of water into the Town's streets. Is this normal?

The Prosper Public Works Department’s highest priority is water quality. Flushing is required by TCEQ, and may take place after a water line repair, or if an area of Town has low demand, to maintain water quality levels that meet or exceed TCEQ requirements.  The frequency of the flushing is dependent on the chlorine levels found in the water in your neighborhood, which is tested every day. Flushing does not impact customer water meters or water bills.  If an increase in your water bill has concerned you, please reach out to our Utility Billing Department at (972) 569-1002 so someone can help to determine a cause for the increase in your utility bill.  Our staff takes water samples daily throughout Town to ensure we are delivering the highest quality of water to our water users.  Water pressure may fluctuate slightly while a fire hydrant is being flushed, however, a change in water pressure does not affect the consumption flowing through a water meter. 1. When are the Town Council meetings?

The Town Council meets on the second and fourth Tuesday of each month in the Council Chambers of Prosper Town Hall with a Work Session at 5:00 p.m. and a Regular meeting at 6:15 p.m. The public may attend in person or watch live online.  Meeting agendas are posted on the Town's website at least 72 hours prior to the meeting. 

2. Can I speak at a Council meeting?

Yes, the public is invited to address the Town Council on any topic; however, the Council is unable to take action on any topic not listed on the agenda. Please fill out a Public Comment Request Form prior to 4:00 p.m. the day of the meeting.

A 10% penalty is added to your bill one day after the due date. To avoid cutoff, you will need to pay by the end of the month. Your water bill can be paid online using the Online Payment Portal, or in person by placing it in the drop box outside Town Hall or at the customer service window inside Town Hall. 

15. How do I dispose of bulk waste?

16. How do I request a name change on my water bill?

To request a name change on your water bill, you will need to send a copy of your new drivers license, showing the new name, via email to ub@prospertx.gov. 

17. I am in need of Ace Portal Support. Who do I contact?

18. I placed my trash/bulk trash out for pick up and it was not picked up. What should I do?

To report missed trash/bulk trash pick up, please first contact Community Waste Disposal by calling (972) 392-9300. To contact the Town's Utility Billing, please call (972) 569-1180.

19. I have not received my water bill for the month. Who do I contact?

Water bills are typically sent out between the 16-18 of the month. When able, the Town sends through mail and email. If you do not receive a bill, please contact Utility Billing by calling (972) 569-1180 or contact us via email at ub@prospertx.gov. 

20. What are my watering days?

Please use the Town of Prosper Watering Map to view the current watering schedule. Additional watering guidelines can also be found on the Water Conservation page. 

21. Is there a trash dump or landfill that we can take trash to ourselves?

Yes, there is a landfill within the City of Melissa, Texas, located at 3820 Sam Rayburn Highway (SH 121). There is a fee to use the landfill. You may not use the Custer Road transfer station in Plano, Texas. For up-to-date costs and hours call (469) 626-4452. 

22. We are selling our home, how do I return the trash cans? How does the new owner receive them?

The trash and recycle carts should stay at the address for the new tenants. Our utility billing department advises that you leave them inside the garage for the new tenants. If you have any further questions, please feel free to give our Utility Billing Department a call at (972) 569-1180 or send an email to ub@prospertx.gov.

23. How do I change the contact information on my account?

28. When is yard waste picked up?

Yard waste will be collected weekly on your trash and recycling service day. Leaves and grass clippings must be placed in brown biodegradable bags in order to be recycled. Unlimited tied and bundled brush will also be accepted. Use only biodegradable cotton/jute rope, twine, or string to tie and bundle tree and brush trimmings. Do not bundle tree and brush trimmings with nylon rope, plastic, metal, garden hoses, or other non-compostable materials.

29. Do I need to tie the biodegradable yard waste bag?

Yes, the biodegradable yard waste bag must be tied. Use only biodegradable cotton/jute rope, twine, or string to tie and bundle tree and brush trimmings. Do not bundle tree and brush trimmings with nylon rope, plastic, metal, garden hoses, or other non-compostable materials. Leaves and grass clippings must be bagged, no loose brush will be accepted. 

30. Can I get an additional trash pickup?

You can call CWD at 972-392-9300 to arrange a pick-up for an extra charge or use Saturday bulk drop-off. 

Every Saturday between 8 a.m. and noon you may drop off bulk trash items at 601 W. Fifth St. (Prosper Public Works Center). You must show proof of residency with a current Prosper utility bill.

31. How do I get an additional or replacement trash or recycling cart?

To order additional trash or recycling carts, have excess trash or recycling carts removed, have your carts repaired, or have service issues please call Community Waste Disposal at 972-392-9300, Option 2.
