Police Chief Doug Kowalski wins law enforcement institute award

PROSPER POLICE CHIEF RECOGNIZED – Prosper Police Chief Doug Kowalski received the Gary W. Sykes Award for Professional Achievement in Law Enforcement presented by T. Neil Moore, Director of the Institute for Law Enforcement Administration. The Institute, an affiliate of the Center for American and International Law, seeks to improve the quality of justice by developing law enforcement leaders and practitioners through professional education and technical support. The award is presented annually to an individual who has been in law enforcement for at least 10 years; has been instrumental in bringing about significant organizational change for the good of the profession; is significantly involved in community service and civic activities; and is a role model to law enforcement officers, support personnel, criminal justice professionals and citizens. Kowalski was nominated for the award by the McKinney Police Department, where he served as Chief prior to joining the Prosper Police Department.
