The Prosper Police Department announced today multiple arrests following a lengthy and complex investigation into prostitution and indecency offenses occurring under the guise of a legitimate massage therapy business. The offenses occurred at Nami Massage Spa, located in the 200 block of South Preston Road in Prosper.

The investigation included a coordinated multi-agency operation during which multiple search and arrest warrants were executed at the business tied to the case. As a result, Miles Edward Richards and Yu Jun Cheng, both of Melissa, Texas, were arrested and booked into the Collin County Detention Center on charges of Aggravated Promotion of Prostitution. The Prosper Police Department can confirm that there were no crimes against minors found during the investigation.

This extensive operation was strengthened by the assistance and collaboration of several partner agencies, including the Prosper Fire Department, Texas Department of Public Safety, Melissa Police Department, Richardson Police Department, Plano Police Department, United States Homeland Security (HSI/HTTF) and the Internal Revenue Service.

“The success of this operation reflects the strength of our partnerships and our shared commitment to protecting the Prosper community,” said Chief Doug Kowalski. “We will continue to pursue those who attempt to exploit or endanger others under the guise of legitimate business operations in the Town of Prosper.”

PROSPER, TX – July 7, 2025 – The Town of Prosper Fire Rescue, with assistance from the Prosper Police Department, has concluded its on-scene response to a water rescue incident near Town Lake Park (901 Woodview Dr).

Emergency crews were dispatched at approximately 3:30 p.m. following reports of a possible drowning. A coordinated search effort was immediately launched with support from the Lewisville Fire Department and the City of Frisco Police and Fire Departments.

A 15-year-old male was located during the search and was pronounced deceased at the scene.

Out of respect for the family’s privacy, no further information will be released.

Press Conference & Public Information Session to be Held May 20, 2025 at Noon at Prosper Town Hall

PROSPER, TX May 13, 2025 - The Prosper Police Department is proud to announce the implementation of a groundbreaking air-based drone program designed to save lives and enhance public safety. Prosper is the first agency in the State of Texas to launch the Flock Aerodome Drone as First Responder system, which utilizes automated DFR 2.0 technology and advanced systems such as Detect and Avoid (DAA) radar, an integration with Flock911 and Flock License Plate Readers (LPR), and the ability to fly up to 400 feet.

This futuristic addition to the Prosper Police Department is in part thanks to grant funding by the Motor Vehicle Crime Prevention Authority (MVCPA) Auto Theft Reduction Grant. Combined with the launch of patrol-based drone operations, this program impactfully expands the Town's Public Safety Programs, revolutionizing community safety. The Prosper Police Department and Fire-Rescue will host an information session at Prosper Town Hall on May 20, 2025 at 12:00 p.m. for those interested in learning more about the program. Speakers at this press conference include Mayor David Bristol, Police Chief Doug Kowalski, Fire Chief Stuart Blasingame and Flock representatives.  “By integrating these advanced drone programs into our operations, we are providing our officers with a powerful tool that significantly enhances safety and service for our community,” said Chief Doug Kowalski. “These programs offer many of the same benefits as helicopters, enabling us to respond to critical incidents with greater precision and effectiveness, ultimately transforming our approach to public safety.”  “I am proud to support the Prosper Police Department in launching this innovative drone program,” said Mayor David Bristol. “This initiative reflects the Town Council’s unwavering commitment to investing in cutting-edge technology that not only enhances public safety but also protects our officers and ensures the well-being of our residents.”  The Flock Aerodome DFR system strategically positions drones at automated battery-swapping docks across the town, enabling Prosper PD pilots to automatically launch and manually pilot the drones to service calls and emergency situations with an average response time of 86 seconds. This innovation marks a significant advancement in safeguarding the Prosper community. Furthermore, the patrol-based drone program, managed by certified Prosper Police Officers, offers equally impactful benefits, further enhancing response capabilities.

“Many of us here are first responders ourselves, and we know that every second counts in an emergency,” said Rahul Sidhu, VP of Aviation at Flock Safety. “We’re honored to partner with Prosper PD to deploy and maintain the first Flock Aerodome DFR program in the state of Texas.”  These initiatives elevate community protection, improve response efficiency, and support police in search-and-rescue operations, establishing aerial perimeters and providing real-time situational awareness during critical incidents. The Flock Aerodome system and existing Flock Safety License Plate Reader (LPR) cameras are integrated on a common platform, enabling DFR pilots to quickly dispatch aerial assets to gather additional visual evidence following an LPR alert. First responders can reach the scene within 86 seconds, delivering vital information. Additionally, the program has been shown to help other agencies across the country achieve an impressive 71% average reduction in response times and an 89% increase in the identification and location of suspects and vehicles, resolving 20% of calls without sending patrol units.  Strict guidelines will govern both programs to ensure accountability and transparency, including adherence to FAA regulations and Town policies. All Prosper Police drone operators are certified by the Federal Aviation Administration under the Part 107 Licensing Program and receive specialized training in department policies and drone operation protocols. Drone as First Responder (DFR) technology is utilized by the Prosper Police Department to provide rapid, effective responses to emergency calls for service. This program enhances our ability to protect and serve the community more efficiently. In our ongoing commitment to transparency, all drone flights launched through the DFR program are automatically tracked and logged using specialized software. PROSPER, TX – January 31, 2025 – The Prosper Police Department has been awarded a $49,068 grant from Firehouse Subs Public Safety Foundation® to improve its emergency response efforts. This funding was put towards the purchase 21 Automated External Defibrillators (AEDs), equipping officers with lifesaving tools to respond to sudden cardiac arrest incidents.

A celebratory event and check presentation were held on Wednesday, January 29, to commemorate the grant. Attendees included members of the Prosper Police Department, local Firehouse Subs® franchisee Vance Reynolds, and representatives from Firehouse Subs Public Safety Foundation.

“We are grateful to the Foundation and our local Firehouse Subs for this lifesaving gift,” said Chief Doug Kowalski of the Prosper Police Department. “The new AEDs will address a vital need for emergency medical equipment, enabling officers to assist during cardiac emergencies by restoring a normal heartbeat.”

Since 2005, Firehouse Subs Public Safety Foundation has awarded more than $92 million in grants to public safety organizations across the United States. This grant to the Prosper Police Department is one of more than 120 awards, totaling $2.8 million, announced in 2025 to provide essential lifesaving equipment.

PROSPER, TX – January 29, 2025 – Following a devastating fire at the Neighbors Nourishing Neighbors (N3) food pantry on Saturday, January 18, the Prosper community came together to ensure no family in need went hungry. On Friday, January 24, a temporary food distribution took place at the Prosper Town Hall parking lot, highlighting the strength and resilience of the town and its local faith-based groups and non-profit organizations.

A key factor in the success of this initiative was the extraordinary generosity of The Church of Jesus Christ of Latter-day Saints including strong representation from their location in Prosper, which donated an 18-wheeler truck filled with pallets of food and water. The truck traveled all the way from Salt Lake City, Utah, to provide essential supplies to families affected by the fire.

The Town of Prosper also contributed by offering space in the Town Hall parking lot to host the temporary food distribution. Additionally, the Children's Hunger Fund (CHF) currently building a food distributing center in Prosper joined the effort by supplying pallets of water, canned goods, and other essential items. Additionally, CHF is partnering with N3 to utilize its existing warehouse, located just south of Highway US 380, to store several pallets of items that were not distributed during last week's event.

“This is another example of what makes Prosper a wonderful community. Many different people and organizations came together quickly to ensure that no family went without food,” said Prosper Mayor, David Bristol. “I want to thank each of the groups that stepped in to assist!'"

The fire, which began in an adjacent business, destroyed nearly all of N3’s supplies and left its building uninhabitable for the time being. For the past three years, N3 has served as a vital resource for the Prosper and Collin County communities, providing food, clothing and toiletries to about 300 families each week.

As N3 works to rebuild, donations of storage space, food and financial assistance are still needed. To support their mission or stay updated on recovery efforts, the organization encouraged the public to visit their website at n3foodpantry.org.

PROSPER, TX – January 13, 2025 – On Monday, October 31, 2022, Prosper Police Department (PPD) officers responded to the 1100 block of La Cima Blvd. to assist Prosper Fire Rescue personnel with a reported medical emergency at a childcare facility.

Prosper PD detectives at the scene were advised four children, ages 12 to 18 months old, had been transported to a local hospital where it was determined each suffered from severe exposure to Tetrahydrocannabinol (THC—the principal psychoactive constituent of cannabis) by ingestion. The investigation revealed the source of exposure to be cannabis-infused edible candies, often referred to as “gummies.”

The police department’s investigation identified the individual responsible for the edibles to be Anisah Burks, a 35-year-old employee at the location.

Burks was subsequently arrested and charged with 1 count of Manufacture/Delivery of a Controlled Substance, a Felony, and 4 counts of Injury to a Child, a Felony, all punishable by imprisonment in the Texas Department of Criminal Justice.

On December 6, 2024, in the Collin County 380th District Court, Burks pled guilty to all five counts. Sentencing was held December 20, 2024. Burks received a one-year sentence for each Injury to a Child count and three years confinement in the Texas Department of Corrections for Possession of Controlled Substance Penalty Group 2.

PROSPER, TX – February 20, 2025 – The Prosper Fishing Derby on February 22 kicks off the Town’s Special Event schedule for 2025! Come gather around the pond at Frontier Park (1551 Frontier Pkwy.) for this popular annual event where young anglers compete for prizes for Most Fish Caught. The competition will begin promptly at 9 a.m. and run until 11 a.m., with judges stationed around the pond to chart the catches of the day. Derby participants are reminded to check in with the same judge throughout the event, who will keep count of the total fish caught. At the conclusion of the event, the winners will be announced at the award ceremony at the pavilion near Windmill Playground. Prizes will be awarded in six age categories: 1-4; 5-6; 7-8; 9-10; 11-12; and 13-14.

 The Derby is hosted free of charge to the community and registration is not required. The Prosper High School Bass Fishing Team will be on hand to lend fishing expertise and help with any questions. Whether your child is casting their first line or already a fishing pro, come enjoy a fun family morning outdoors. The best catch might just be the memories you make!

 Participants are reminded to bring a pole, bait, and cooler. Complimentary hot chocolate, coffee and tea will be available to take the chill off the morning! The pond will be stocked with mostly rainbow trout by the Texas Parks and Wildlife Department. The Derby is a catch-and-keep event for trout only, with a limit of five per person. Anglers 17 and older are required by law to have a valid Texas fishing license.

 “The Prosper Fishing Derby has become a staple of the Town’s offerings and truly is a great community event,” said Dan Baker, Director of Parks and Recreation.  “Whether you’re an experienced angler, or trying fishing for the first time, this is a great way to experience the thrill of catching a fish!” he added.

Prosper welcomes to the event the Prosper High School Bass Fishing Team who will be on hand to lend fishing expertise and help with any questions.

PROSPER, TX – November 5, 2024 – The Town of Prosper is thrilled to announce the grand opening and ribbon cutting of Lakewood Park on Tuesday, November 19, from 10:00 a.m. to 11:00 a.m. Located at 621 S. Coit Road, this 22.83-acre park offers a variety of new amenities for residents and visitors to enjoy.

Lakewood Park marks an exciting milestone in developing Prosper’s recreational spaces, providing several firsts for the community, including the Town’s first cricket pitch and official pickleball courts. Park features include:

• Three fully lighted soccer fields for day and evening play
• Prosper’s first public cricket pitch which will share space with two of the soccer fields
• Lighted parking lot with 125 spaces for convenient access
• Four pickleball courts, marking Prosper’s inaugural public pickleball facilities
• Full-sized basketball court
• Restroom facility with a drinking fountain and bottle filler
• Expanded playground, now including equipment for ages 2–5 in addition to the existing 5–12 age range play area

The development of Lakewood Park has been a significant community endeavor. Prosper Area Soccer Organization (PASO) generously contributed $500,000 to fund the new restroom facility, highlighting its dedication to enhancing recreational resources in Prosper. Ratliff Hardscape, the general contractor responsible for the recently completed renovations at Pecan Grove Park, managed the construction of Lakewood Park, in partnership with Hines Real Estate Development, and completed the project ahead of schedule. Funded through 2020 bond funds, Lakewood Community Park is part of a broader vision to expand outdoor recreational spaces. While the courts are open to the public, the sports fields require additional time for the turf to be established fully and will be open for play in Spring 2025.
